The cheapest way is to create a keyboard layout file by modifying KCHR
resource with ResEdit. I did this several times in order to create those
for translitteration fonts.
I have a keyboard layout file simulating US keyboard. I don't remember
this is the one I created or picked up somewhere. Anyway if you put it in
System file (suitcase) and select it in keyboard menu on the menu bar,
Apple JIS keyboard II works just like US keyboard. You can type single
straight quotes by command-', double straight quotes by command-shift-'
when smart quotes is checked in Preferences.
As this is a tiny file (2K), I'll send it to you OFF LIST.
Its demerit is that certain letters on key top become inconsistent with
input characters. To type single quotes, you have to push colon key --
unusable for me, so I purchased US keyboard (TP-999-KB-E Macway) at a PC
Shop in Tokyo several months ago. I remember the price was about 7000 yen.
