There are applications that use TEC. For converting multilingual Nisus Writer documents to Unicode I have been using Unisite, which was developed by a Japanese company. It handles multiple runs with no problem at all, and I've never found an error. In tests I have used multiple runs of Roman, Japanese, Simplified Chinese, and Traditional Chinese (four different legacy encoding systems), and have never a problem. You just dump the contents of your Nisus document into a Unisite window (either by drag and drop or through the clipboard), click Unicode, and save.
